because the whole current would not flow as the resistance of ammeter is high.

Ammeter is generally connected in series only ...if it is connected in parallel.. it will burn for the following reason.. Since the ammeter is a low impedance device, connecting it in parallelwith the circuit would cause a short circuit, damaging the ammeter and/or the circuit.
