Both of these are correct. It depends what you want to say.
If you want the other person to give an answer to the enquirer, then the first would work just as well as the second.
However, to assist, or to help, has a wider meaning. It could be someone needing help to carry their luggage or carry out a particular task.
A word about semantics, however. In formal writing ‘can you please assist this person’ would be find. But ‘help’ is a less pretentious word. So, ‘can you please help this person with their luggage’ might be less formal. I tend to think that it’s a good idea to look for a more ‘normal Engish’ way of saying things unless you really do want to sound as though you’re standing on ceremony.
So, ‘can you answer this person’s question?’, or ‘do you think you could help/assist this person?’ might work better.
But both your sentences are perfectly correct, and I would probably use either in an email.
