We know that,

Refractive index of a material = c / v.

Here, c = speed of light in vacuum = 3 * 10^8 m/s.

Given,

The absolute refractive index of Ruby = 1. 7.

So,

1.7 = \frac{c}{v} \\ \\ v \: = \frac{3 \times 10^{8} }{1 .7} \\ \\ v = 1.76 \times 10 ^{8}

Therefore, Speed of light in Ruby is 1.76 * 10^8 m/s.

Conceptual knowledge :
When light passes from one medium to other medium whose refractive indexes differ, Light bends. This is called refraction and occurs to due to different speeds of light in the mediums. Refractive index gives us a better information about how much the speed is going to vary by comparing speed in the air.
