Hey friend,
Here is the answer you were looking for:
 \frac{(1 - 2x) + (1 + 2x)}{(4x + 1) + (x - 3)}   =  \frac{1}{2}  \\  \\  =  \frac{1 - 2x + 1 + 2x}{4x + 1 + x - 3}  =  \frac{1}{2}  \\  \\  =  \frac{2}{5x - 2}  =  \frac{1}{2}  \\  \\  on \: cross \: multiplying \: we \: get \\  \\ 2(2) = 1(5x - 2) \\  \\  = 4 = 5x - 2 \\  \\ 4 + 2 = 5x \\  \\  6 = 5x \\  \\  \frac{6}{5}  = x \\  \\ x =  \frac{6}{5}

Hope this helps!!!

(1 - 2x) + (1 + 2x) / (4x +1) + (x - 3) = 1 / 2

(Cancelling 2x and -2x)

2 / 5x - 2 = 1 / 2

Cross Multiplying,

4 = 5x - 2

5x = 2 + 4

5x = 6

x = 6 / 5

☺ Hope this Helps
