Given,

Length of rectangular Paper = 5 \times \frac{2}{3} = \frac{17}{3}

And,

Breadth of rectangular Paper = 3 \times \frac{1}{5} = \frac{16}{5}

Therefore,

Perimeter of rectangular Paper = 2 ( L + B )

 = 2( \frac{17}{3}  +  \frac{16}{5} )cm

 = 2(17 \times 5 + 16 \times  \frac{3}{15} )cm

 = 2(85 +  \frac{48}{15} )cm

 = 2 \times  \frac{133}{15} cm

 =  \frac{266}{15} cm

Anonymous: Heya! Just a suggestion, you can use \dfrac instead of \frac which makes your equations more clear :)
