Let, the tens digit of no. = x

and ones digit  = y

then, the actual  no. = 10 x + y

and reversed no. = 10 y + x

According to condition I

actual number = 3 + 4 ( x + y )

10 x + y = 3 + 4 x + 4 y

6 x - 3 y - 3 = 0

( dividing by 3 both sides we will get)

According to condition II

reversed number = ( actual no.) + 18

10 y + x = 10 x + y + 18

9 y - 9 x - 18 = 0

(dividing by 9 both sides we will get)

putting value of x in eqn(1)

y = 2 x - 1
