Calculation:

This is an example of damped oscillatory motion (Damped SHM).

In any SHM, the maximum velocity is attained by the object at the mean position. Hence the mass will have maximum velocity at point 3 when it swung from point 1 to point 2 for the first time.

Hence , the mass will also have maximum kinetic energy at point 3 when it crosses that point for the first time.
