A oxdidsing agent is that which adds oxygen to an element.It displaces the oxygen from itself and the other element takes it.

when oxidixsing agent is added then it makes C-OH to COOH which is acid

So it makes propanoic acid

Oxidising agent is the chemical which itself undergoes reduction reaction and forces other to accept electrons or to form bond with oxygen i.e to get oxidised.
When an oxidising agent is added to propanol then an oxidation reaction takes place and propanoic acid is formed as a product.
