Fundamental rights are called the 'conscience' of the Indian Constitution because they are the 'key stone' of democracy as they are 'guaranteed' by law and 'protect' the people (citizens, foreign nationals, etc.) from the coercive action of the government. The Preamble can not be called as 'conscience'.
