let us assume that. there are n observations

let sum of total observations be x

if it is multiplied by 3 then the sum is 3x

if each observation is added 1 then "n 1's" are added

so the sum becomes 3x+n

the initial mean was x/n because the sum was x and number of observations were n

x/n=9

the new mean is 3x+n/n

= 3×x/n. +1

but x/n=9

so the new mean is 3×9+1

=27+1=28

the answer is (3)
