The easiest way is to create a fillable form in the PDF file that others can fill in the form directly as long as they can open the PDF file. For the case, I’d like to recommend the tool of PDFelement, which can help you create fillable forms.
Load your PDF file in PDFelement, click the Form tab, then click the “Add Text Field”, “Add Check Box”, “Add Radio Button”, “Add Combo Box” or “Add List Box” button to add on the PDF file.

You can fill out PDF forms in Google Drive on your Android device.
On your Android device, open the Google Drive app.
Tap the PDF you want to fill out.
At the bottom, tap Fill out form.
If you don’t see the option, you may not be able to fill out this PDF.
Enter your information in the PDF form.
