Explanation:

COM (center of mass) is the point where mass of the entire body is considered to be concentrated.

In the given system, Diagonal AC is formed when masses m_1 and m_3 are joined. The COM would lie anywhere on this diagonal of the COM of masses m_2 and  m_4 lies on the diagonal as well. we know that COM lies on the line joining the two masses. The diagonal formed by joining  m_2 and  m_4  would intersect the AC at the mid point. Hence, the COM of  m_2 and  m_4  should lie at equal distance from each mass. This is possible only when the two masses are equal. Hence, required condition is  m_2=m_4
