Look at the resitors in a) if the resistors are given like that we quickly jump into conclusion that they are in series.

no no no... you are forgetting the circuit which is not drawn... assume this network is in a circuit and then solve it will be easier...

I drew a simple circuit (imaginary) to make the solution easier...
