square of 15 = 15 × 15 = 225
square of 16 = 16 × 16 = 256

here Question is smallest number subtracted from 248 , will be perfect square .
we can see that 225 is nearest number of 248 which is perfect square .

so, if we subtract from 248 -unknown number then, it will be 225

so,
248 - unknown number = 225
unknown number = 248 -225 = 23
hence, smallest number is 23
