When it is converging it is +ve and when it is diverging it is -ve.

The minus sign ( - ) is related to Diverging Lens because the focal length of diverging lens is always negative and its power is always negative too.
On the other hand, The plus sign ( + ) is related to Converging Lens because the focal length of converging lens is always positive and is power is always positive too.
