After the passing of the Rowlatt Act, Gandhiji called for the Rowlatt Satyagraha. After the Jallianwalla Bagh massacre he called off this movement.While the Rowlatt satyagraha had been a widespread movement, it was limited to towns and cities. M.G flt the need to launch a more broad-based movement and that no such a movement could be organised without bringing the Hindu and Muslims closer together. So he took up the Khilafat issue. After the defeat of the Ottoman Turkey, harsh peace treaty was going to put on the Khalifa. So, to defend the Khalifa's temporal powers, the Khalifa committee was formed in Bombay in 1919. Gandhiji saw this opportunity to bring the Muslims and Hindus under the umbrella for a unified national movement At the Calcutta session f the congress in September 1920, He convinced the other leaders to launch a Non-cooperation movement that fought for Swaraj as well as in support of the Khalifa.
