1. THE PEOPLE OF NEPAL WANT A NEW CONSTITUTION BECAUSE IDEALS OF THE PEOPLE HAD CHANGE AS THE COUNTRY HEAD MOVED FROM A MONARCHY TO DEMOCRACY. THE PREVIOUS CONSTITUTION WHICH WAS ADOPTED IN 1990, STATED THAT FINAL AUTHORITY RESTAURANT THE KING. THE PEOPLE OF NEPAL FOUGHT FOR DEMOCRATIC GOVERNMENT FOR MANY YEARS.

2. A BODY OF FUNDAMENTAL PRINCIPLES OR ESTABLISHED PRECEDENTS ACCORDING TO WHICH A STATE OR OTHER ORGANIZATION IS ACKNOWLEDGED TO BE GOVERNED.
