Micelles are small group of clusters that are formed when soap reacts with dirt in the water. No, micelle formation does not take place in ethanol because the alkyl chain of soap becomes soluble in alcohol. Micelles can be formed only around suspended molecules of oil in a mixture. Soaps when rubbed on dirt causes small clusters called micelles to be formed. These micelles on agitating with water gets cleaned off and hence the dirt is removed.

Hope this helps!!
Cheers!!
