A good potentiometer is one which has a large sensitivity. That statement means that for a given voltage that potentiometer is preferred which has a larger length. As you can see that X has a smaller change in length for a given change in voltage than Y that is why it is not preferred. Instead if we see Y, it has a much larger length for a small change in voltage. Ereby we can imply that Y is more sensitive. That is why Y is preferred.

A potentiometer is that which has large insensitivity and a greater length and small resistance. As you can see in the fig. Y has the larger length than X and large insensitivity. So we will prefer Y.
