(a)Some of the important functions of a Village Panchayat are: a) Construction, repair and maintenance of all village roads. b) Extension of village sites and the regulation of buildings. c) Lighting of public roads and public places in built-up areas.

(b)The Gram Sabha is a meeting of all adults who live in the area covered by a Panchayat. This could be only one village or a few villages. In some states, a village meeting is held for each village. Anyone who is 18 years old or more and who has the right to vote is a member of the Gram Sabha.

(c)The gram panchayat is divided into wards and each ward is represented by a Ward Member or Commissioner, also referred to as a Panch or Panchayat Member, who is directly elected by the villagers. The panchayat is chaired by the president of the village, known as a Sarpanch.

(d)Typically, a panchayat samiti is composed of elected members of the area, and the Block Development Officer, otherwise unrepresented members (representatives of Scheduled Castes and Scheduled Tribes and women), associate members (such as a farmer of the area, a representative of the cooperative societies.

(e)Zilla Parishad should function as advisory body over the Panchayat Samiti with powers to a) approve their budgets b) co-ordinate their plans and c) distribute funds given by the Government among the blocks. ...
