As long as each team pulls the opposite team with equal force, the game is on. It is only when one or more of the members of one team slacken a bit, that team's force of pulling is lessened, and they are dragged over the center line by the other team due to the mismatch in the forces. This is the Newton’s second law - the unbalanced force that makes the weaker team accelerate over the center line.

The idea of the game itself is to see who slackens first!
