Hey frnd here is your answer
HCl is not taken as electrolyte solution in electrolysis process of water because we have to take the solution of that element or compound which we have to electrolyte.
for example, if we have to refine copper metal than we have to take copper sulphate solution (CuSO4) as electrolyte.

Dilute hydrochloric acid is a volatile acid and may volatilize out, therefore dilute sulphuric acid (non volatile) is preferred.
