I think that the Happy Prince's heart won't melt because as the swallow fell dead at the Prince’s feet, the latter’s lead heart broke into two. This happened because the Prince loved the bird dearly. Although it was a dreadful winter, still the heart broke, for it was deeply hurt.

The people threw away the heart and the body of the Swallow because they found them to be useless. When they tried to melt Prince's heart, it didn't melt leading it to be useless.
