Let total mark of each exam = 100. Then he scores 90,95 and 95 respectively for the three subjects. 

i.e., a total of 280 out of 300

If he scores 0 for the third subject, average = (280+0)×100/400=70%

If he scores 100 for the fourth subject, average = (280+100)×100/400=95%

Therefore his average cannot be less than 70% and more than 95%.

Since from the options provided 96% is the only option which does not satisfy the above i.e, the average mark cannot be less than 70% or more than 95%.

Hence the answer is 96%.
