b) 16 + 5 ÷ 2 - 1

Using one pair of brackets, we've to make the total equal to 21.

→ 16 + 5 ÷ (2 - 1)

→ 16 + 5 ÷ 1

→ 21 ÷ 1

→ 21 ( Answer )

c) 16 + 5 ÷ 2 - 1 + 6

Using two pair of brackets, we've to make the total equal to 21.

(16 + 5) ÷ (2 - 1 + 6)

→ 21 ÷ 7

→ 3 ( Answer )
