The question can be solved by simple logic.

Lets look at the pivotal statement mentioned and that is MAXIMUM NUMBER OF QUESTIONS.

Now if he want to answer maximum questions then he has to answer questions which are having less marks and that is 2 points question.

So he has to answer more 2 points question and less 7 points question.

Lets suppose he answer 1 question of 7 marks,

then 39 - 7x1 = 39 - 7 = 32

We are left with 32 marks

Now lets assume he answer 1 question of 5 marks

So, 32 - 5x1 = 32 - 5 = 27

He is left with 27 marks, but as we can see 27 is not a factor of 2 so we need to answer more questions of 5 points

so lets assume now he answered 2 questions of 5 marks

so, 32 - 5x2 = 32 - 10 = 22

he is now left with 22 marks and now we can easily deduce that he answered 11 questions of 2 marks because 2 x 11 = 22

Now we have our number of questions as

2 points question 11 = 2x11 = 22

5 points question 2 = 5x2 = 10

7 points question 1 = 7x1 = 7

Total marks = 22+10+7 = 39

Total questions = 11 + 2 + 1 = 14

So our answer is 14
