The total sum of forces acting on a body is known as net force. Eg. If the wheels of a car push it with a force of 5 newton and drag it 3 newton the net force is 3 newton

the inertia of the body is greater than the force applied therefore the body can not move with 2N force and it is at rest. the 2N force is gravitational force not an external force so that it can be in motion .
