1)The Costa Rica Approach

Many years ago, the Costa Rican government took a very important decision of not having a national army. This meant that all the money which was used to manage the army could be used for other, more useful projects such as health, education, and meeting other basic needs of the people.

The Costa Rican government took this step because it believes that a healthy population is the most important factor in the development of any country.

(c) This system is available in both rural and urban areas.

6)The Kerala government made some major changes in the state in 1996. It gave 40% of the entire state budget to panchayats so that they could plan and provide for their requirements. This made it possible for a village to make sure that proper planning was done for water, food, women's development, and education. In this way water supply schemes were checked, the working of schools and anganwadis was ensured and specific problems of the village were taken up. Health centers were also improved.

In spite of all these efforts, some problems such as shortage of medicines, insufficient hospital beds, not enough doctors still exist and these are needed to be solved.
