It is difficult for a fireman to control a hose, which ejects water at a high velocity. Explain the statement?

The water coming out of the hose in forward direction hits the specified target with a larger force and this force acts in an equal and opposite direction to the fireman holding it. So the fireman is being pushed backwards, which makes him difficult to control the hose so that he has to apply some additional force to withstand it.

If action is always equal to the reaction, explain how a horse can pull a cart.

A horse pushes the ground in the backward direction. According to Newton’s third law of motion, a reaction force is exerted by the Earth on the horse in the forward direction. As a result, the cart moves forward.
