Since the, Time period of pendulum is characterized by Time taken by the pendulum to the ratio of number of oscillations made by the pendulum.

That is ,

time \: period \:   =  \frac{time}{osciallations}

time \: period  =  \frac{4}{40}

Time period = 0.1 seconds.

frequency =  \frac{1}{time \: period}

frequency =  \frac{1}{0.1}

Frequency = 10 Hz
