a. The lifeless thing is the statue of Ozymandias.

b. The sculptor has an excellent craftsmanship skill since he was able to bring out the emotions of the arrogance and cruelty of the king on the statue.

c. the hands mocked refers to the sculptors hand which mocked the feelings of Ozymandias which persisted after his death and carved them on the stone perfectly.
