In a given base b, the number of integers represented with 2 digits would be (b−1)b , because in the first position you can have any digit except 0, and in the second position you can have any digit.
So in base 10, the number of 2-digit integers is 9⋅10=90 .
The number of numbers with 2-digit representations in base b would be 3(b−1)b , because there are 3 possible positions for the the decimal point. That gives 270 numbers that can be represented with 2 digits in base 10.
