We know that

R=ρl/A

here R is the resistance of the substance  provided that A is the area of cross-section of it, l is length of the wire and  ρ is specific resistance of that material.

Multiply numerator and denominator of this equation with l

then it becomes R=ρl²/v , v is volume ( since volume=area x length)

in this equation ρ is constant since material is not changed, v is constant      ( you may think if wire drawn out volume increases but increase in length is compensated by decrease in area)

i.e R∝l²

therefore \frac{10}{R}=(\frac{l}{3l})^2  ( here R is unknown resistance)

therefore R=90Ω.
