I think the answer should be option (b) because no bond can be formed between
A) W and X i.e. N and F
C) W and Z i.e. N and Na
D) Y and Y i.e. Ne and Ne... (they will not form bonds as they are noble gases)
But in
B) X and X i.e. F and F
there will be bond formation because both F atom need one electron to complete their octect... So they will form covalent bond...
