It is because the poet wants the boy to learn lesson of life. He wants the boy to know that nothing is forever. Even if the poet had given him money to buy another ball that ball cannot replace the love and affection the boy had for his ball that had been lost. Money can only buy things....not feelings like love and affection. The poet also wants the boy to learn from the loses of life , stand up and move ahead in life.
