no India is not welfare state

To be a welfare state a country needs find create sustainable resources for welfare. Many countries like Nordic countries, Canada and European states can afford to be welfare states because they have found huge natural resources like oil with advantage of small population. Prior to discovery of oil Norway was one of the poorest european countries with no actual state sponsored welfare.  On the other hand Japanese welfare comes from the huge industrial growth and strong economy. At present state economy with huge population India cannot afford to be welfare state. India is yet to find its "oil".
