let the mass of the compound be 100g

then

mass of chlorine in it=71.7g

mass of hydrogen=4.04g

mass of carbon=100-(71.7+4.04)

=100-(75.74)=24.26g

moles of chlorine=71.1/35.5=2(approx)

moes of hydrogen=4.04/1=4(approx)

moles of carbon=24.24/12=2(approx value)

the ratio of their moles=2;4:2=1:2:1

hence

empirical formula,based on their ratio=CH2Cl

emipirical mass(n)=12+2+35.5=49.5

n=molecular mass/empirical mass

n=99/49.5=2

molecular formula=n×empirical formula=2×CH2Cl=C2H4Cl2
