Lets state basic information before starting the analysis.
Brass metal is diffusing heat faster compared to wood due to higher thermal conductivity.
Brass reflects better, compared to wood. Nothing transmits through it(being opaque). Higher reflectivity and lower absorptivity. Lower absorptivity means lower Emissivity. Lower Emissivity means lower net radiative heat transfer, compared to wood, with surrounding.
When surrounding is in chilled state, it tries to lower down all objects including brass and wood. Heat going out of each object is proportional to area when compared to its thermal mass. That means a thin plate goes down faster than a thicker wood.
Wood traps more heat falling on it due to its absorptivity and hesitant to give out by convection to surrounding due to low thermal diffusivity.
When a finger is touched on the surface, it is conduction and how fast the heat escape from finger to the object. Brass can do it faster for the reason mentioned above. For wood, it is much less due to less temperature difference across finger and wood.

When one touches a brass tumbler, heat is conducted from the body to the brass tumbler easily. Hence, the temperature of the body reduces to a lower value and one feels cooler. Wood is a poor conductor of heat.Thus, a brass tumbler feels colder than a wooden tray on a chilly day.
