Closely observe the numerator part:
17.65^3 - 3*(17.65)^2*4.15 + 3*(17.65)*(4.15)^2 - 4.15^3
Its nothing but the expansion (a-b)^3 = a^3 - 3a^2b + 3ab^2 - b^3
Hence numerator changes to:
(17.65-4.15)^3 = 13.5^3
so, 13.5^3/27*27*27 = 13.5*13.5*13.5/27*27*27 = 1/8 = 0.125
