Fresh water is available

69% in glaciers

30% in groundwater

and only 1% in ponds,swamps and rivers

Now since glaciers contain most of the fresh water in the world the concentration of fresh water would certainly be more at the polar region and other such cold places.

As for ground water , only places that receive rainfall would have enough ground water for consumption and rainfall only falls in certain regions. These regions would have moderate amount of fresh water and are concentrated in the tropical zone.

Ponds,rivers and swamps are highly uneven around the world and hence fresh water would be highly uneven around the world.

These are the possible reason of uneven distribution of fresh water around the world
