1. Chief Electoral Officer of any state is the representative of Election Commission of India in the respective state. He acts on orders of the ECI. CEO is involved in only Loksabha and State legislature elections.
2. State Election Commissioner is the head of State Election Commission. He's not subordinate nor answerable to the Election commission of India. He handles Local elections like Municipal Corporation/Councils and Panchayts. He's appointed by the governor of that state.
