Gravity is a force of attraction that exists between any two masses, any two bodies, any two particles.

Moon is orbiting the Earth with very high tangential velocity. If the Moon’s orbital speed becomes zero, it will not be able to rotate around the Earth; rather it would fall directly to the Earth.
The gravitational attraction of the Earth provides the necessary centripetal force which bends the high velocity vector continuously and keeps the Moon into its orbit. The Moon is actually accelerating toward the Earth, but its high tangential velocity keeps it from falling on to the Earth.The high tangential velocity of the Moon doesn’t allow it to fall on the Earth.
