it is only about a simple concept....like dissolves like, that is

polar substance dissolve in polar solvents

non polar substance dissolve in non polar solvents

here hcl is polar so it dissolve polar solvents only...water is a polar solvents but toluene is a non polar one thus in water hcl dissociates ...h+ and cl- are formed thus it act as an electrolyte...and due to the formation of h+ it has an acid property
