You need to specify axactly why you wanna change and to state how changing the streams is going to benefit you but firstly make sure that you are doing the right thing by changing the stream and yes commerce is a good choice ,but in your letter apologise for this and pour your heart out as to why you wanna change your subjects.

With due respect, I beg to say that I am a student of Class IX of your school. I took up Mathematics as my optional subject. But I am very week in health. I am unable to labour hard on Mathematics. In recent exams my score in maths was just 30%. Hence i decided that optional History will be a better subject for me.
