When you want a democratization in your country your country has to fullfill to some criteria:
There must be a peaceful climate. People must feel secure that they can express their opinion without scare to be put in prison or to be shot.
There must be financial security. People firstly must have food and then they can talk.
Other nations must not mingle in domestic affairs.
The literacy must be high.
And the people of a nation must feel one people.
In Syria you see that people are not feel free otherwise they would not revolt.
The revolt of resistence groups is financed by the West and other Arab countries like Saudi Arabia that are not democratic at all. Syria is also a strategic country.
Syria has no financial security because the country is unstable. This could be the result of a small middle class.
The literacy is low.
And there are different groups like the Kurds who want to form their own country on the territory of Syria.
There is a government that is supported by a minority of Alavites that is not the case with the majority of the Sunni moslims. And people disappear.
In Tunesia where democratization has more success you see a more or less homogenous population with a rather stable economy and other countries do not mingle in Tunesian politics. Tunesia is not strategicly situated. And in Tunesia there is no government that is supported by a minority group. The middle class could be stronger. And people are less scared for punishment.
