Element of group 18 have 8 electrons in their valence shell, ie. their valence shell is completely filled and they have a stable configuration. They are extreamly stable elements. On the other hand, Elements of group 17 have 7 electrons in their valence shell, ie. they need only 1 electron to attain stable configuration. So, they react easily to gain 1 electron and become stable.

nd in 17th gr elements there is empty d orbital and also they possess high electronegativity so that they are very reactive....
