during any natural disaster like flood,drought,cyclone etc.the functions of the government is to take care of the people.like during the disaster the government has to provide certain facilities to the people such as the gov provide facility for food ,shelter etc.
for ex-the destruction in kedarnath the gov has taken all the responsibility to drive the people out of tht disaster.
