Aquatic plants donot decay even though they live in water

The main reason is that they have life inside them and maybe they have special tissues or organs.

Aquatic plants do not decay because they have thick cuticle in their epidermis tissue.
Aquatic plants have cuticle as we have skin which act as barrier from preventing our intrals from rotting away .
