2. Second purpose is ro draw inference by measuring Criterias of certainty. Functions such as Chi Squre , F test etc are used.
3. For designing Exoeriments and Sampling change: to judge impact of policy change. example how TB can be eradicated by use of better means of transportation and just in time supply , Or import Taxataion to Boost Locak production or impact of PLR change in improved Cash flow.
