when two parties cannot come to a decision, they call in an arbiter, who decides what to do.an arbiter can be anyone as long as both parties agree.for example, two countries may have a disagreement  on the matter of who owns two islands, and they call in the US as an arbiter to judge who gets the rights.

in general, arbitration can be used to solve lots of disagreements, but as absolute power rests in the hands of the arbiter, some parties might prefer meditation.
